Kuwait: Kuwait: Government plans law to regulate publishing on Twitter
According to reports published in local newspapers early in January 2018, the government of Kuwait has begun drafting a new law governing publishing on social networking sites, including Twitter, which will be applicable to all accounts and websites as well as other applications not covered by the Electronic Media Law No. 8 of 2016.
The bill, part of which was published, contains proposed paragraphs with vague terms that could be used to target bloggers and Internet activists, such as the following text: "It is prohibited to use Twitter as a means of annoyance or aggression against others."
It should be noted that this law, in order to come into effect, must be published in the official newspaper, which has not happened so far.
The Gulf Centre for Human Rights (GCHR) calls on the authorities in Kuwait to respect freedom of opinion on the Internet and to stop targeting bloggers and Internet activists for their peaceful activities in spreading their opinions and ideas on various matters.
