Hassan Mohammed Al-Rabie

Hassan Mohammed Al-Rabie is a 27 year old Saudi citizen who was arrested on 14 January 2023 at Marrakech International Airport in Morocco while attempting to travel to Turkey. His arrest was based on a request from Saudi authorities, potentially facilitated through Interpol, and grounded in a security agreement between Morocco and Saudi Arabia. Hassan Mohammed Al-Rabie had left Saudi Arabia legally more than 14 months earlier and had travelled to several countries before settling in Morocco for approximately five months. His departure is reportedly linked to the targeting of his family by Saudi security forces. On 26 October 2022, his brother, Ali Al-Rabie, was sentenced to death by the Specialized Criminal Court in Riyadh for charges that violated his civil and human rights. The GCHR strongly urged the Moroccan government not to extradite Hassan Mohammed Al-Rabie, warning that he faced imminent risks of imprisonment and torture if returned to Saudi Arabia. As Morocco is a signatory to the Convention against Torture since 1993, the country is legally bound under Article 3 to refrain from extraditing individuals to states where they may face torture or cruel, inhuman or degrading treatment.
