Saud bin Khalifa bin Ahmed Al-Thani
Saud bin Khalifa bin Ahmed Al-Thani is a Qatari human rights defender who has been subjected to arbitrary travel restrictions since 18 April 2016, imposed by the Ministry of Interior without any formal charges or legal justification. Despite filing a complaint with the Administrative Court of First Instance on 01 April 2019, which led to the Ministry of Interior cancelling its travel ban, the State Security Bureau issued a new travel ban on 02 May 2019, effectively continuing to restrict his freedom of movement. In July 2022, Saud bin Khalifa bin Ahmed Al-Thani co-founded the “National Campaign for Travel-Banned Citizens” to advocate for individuals facing similar unjust travel bans. As the campaign’s international relations coordinator, he was arrested on 21 July 2022 by the State Security Apparatus, alongside his colleagues Abdullah bin Ahmed Bu Matar Al-Mohannadi and Issa Mardi Juhaim Al-Shammari, and held in solitary confinement without access to legal counsel or family contact. While Issa Mardi Juhaim Al-Shammari was released on 22 September 2022, Saud bin Khalifa bin Ahmed Al-Thani and Abdullah bin Ahmed Bu Matar Al-Mohannadi remained in arbitrary detention, highlighting ongoing violations of basic rights and freedoms by Qatari authorities.
