Ahmed Al-Neimat

Ahmed Al-Neimat is a Jordanian human rights defender who has long faced administrative and security restrictions as part of the authorities’ systematic efforts to silence dissent. Earlier incidents confirm that this pattern is not transient. In 2022, Al-Neimat and fellow activist Abdulrahman Shdeifat were prevented from travelling abroad without any publicly disclosed judicial orders, reflecting the use of opaque security channels to impose movement bans. Beyond travel restrictions, Al-Neimat has also been subjected to persistent administrative obstacles in his professional life, including the denial of a certificate of good conduct in 2019 required for employment visas, as well as earlier difficulties renewing his taxi driver’s licence in 2017, with no clear means of legal recourse. Such actions are inconsistent with Jordan’s obligations under Article 12 of the International Covenant on Civil and Political Rights and demonstrate how extrajudicial controls continue to be used to punish and intimidate human rights defenders.
